HHF strongly recommends that applicants prepare all submittal requirements in advance, including responses to narrative sections; downloading and completing all required PDF forms; saving, labeling and compressing all photographs and other attachments; and completing photograph and budget worksheets. Information may be copied and pasted from the applicant’s prepared documents and attachments may be uploaded.

Use the “Save and Resume Later” option at the bottom of each section to save your progress. There will be an opportunity to review and edit responses prior to submission. PLEASE NOTE: For security reasons, attachments cannot be stored with saved forms. Please upload all attachments when you are ready to submit.

Eligibility Requirement: The applicant must meet the definitions and criteria of a “Native Hawaiian Organization” as defined in the NATIVE Act, P.L. 114–221 (130 STAT. 847) Section 3(3) and codified at 25 U.S.C. §4352(3), and is:

1. A nonprofit organization;
2. That serves the interests of Native Hawaiians;
3. That is recognized for having expertise in Native Hawaiian culture and heritage, including tourism; and
4. In which Native Hawaiians serve in substantive and policymaking positions.

Proposal Narrative and Required Attachments

Proposal Narrative (PDF)

Proposal Narratives, excluding Project Cover Sheet and Supporting Documents (see section below), may be NO MORE THAN FIFTEEN (15) pages in total. Include page numbers on each page. Narratives must be in Times New Roman 12-point font, single spaced with 1-inch margins, and formatted for standard Letter size (8.5 x 11-inch) paper. Proposal Narratives and required attachments must be saved and submitted in portable document format (PDF).

Project Budget (.XLS)

Use the Budget Spreadsheet Template to provide a detailed description of the project expenses and how the funds will be used.

The budget must align with the activities proposed in the work plan, describe the costs for each of the proposed activities, and include all major expenses and personnel costs. Indirect costs are allowed and shall not exceed 10% of the total project costs.

Duplication of Effort (PDF)

Complete this Duplication of Effort Form to indicate if there is any overlap between the current proposal and any other federal program application or funded project. If any such overlap exists, provide a complete description of any duplications between this proposal and any other federally-funded project or application in regards to activities, costs, and time commitment of key personnel, as applicable.

Upload the completed form and (if applicable) provide a copy of any overlapping or duplicative proposal submitted to any other potential funding entity and identify when that proposal was submitted, to whom (entity name and program), and when you anticipate being notified of their funding decision.
