Rick Houck has overall responsibility for managing selected critical enterprise change efforts, providing consolidated oversight of the management of other key projects across HEI, HECO, MECO and HELCO, and creating, disseminating, and overseeing the use of standard project management practices and tools to effect needed changes. As a retired Coast Guard Rear Admiral, Rick had a distinguished career in both military and civilian leadership roles. Most recently, as VP-Operations for Hawaii Superferry, he oversaw shipboard and shore operations, safety, maintenance and engineering. Prior to that he served as Commander of the 13th Coast Guard District in Seattle, Washington, where he directed Coast Guard operations in the Pacific Northwest. He also served as CFO of the Coast Guard, command ashore and on two pre-commissioning cutter crews. RADM (ret) Houck holds a bachelor’s degree in Nuclear Engineering and Naval Architecture/Marine Engineering from the U.S. Coast Guard Academy, a master’s in Mechanical Engineering from the Naval Postgraduate School, and an MBA from Pepperdine University. He is also a graduate of the Naval War College and Harvard National Security Senior Executive course. RADM Houck is a Commissioner for the Hawaii Department of Transportation, a vice chairman of the Honolulu Trans-Pacific Yacht Race, and an avid woodworker. He is married to Dr. Lani Houck of Kāne‘ohe and they have one daughter, a Lieutenant Commander in the Coast Guard.
